Cultural Strategy and Action Plan
Challenge:
Dudley Metropolitan Borough Council identified the need for the cultural sector to play a pivotal role in supporting the borough’s regeneration priorities. With a diverse array of attractions and a rich cultural offering, they commissioned View From The Hill to develop a comprehensive 10-year
strategy and action plan to enhance culture’s contribution to Dudley’s economy.
Approach:
We conducted a thorough analysis of local economic, demographic, and cultural data, alongside extensive interviews with key stakeholders within and outside the council. Our approach included broad community consultations and collaboration with local partners in the creative, cultural, and heritage sectors. We organized roundtable workshops on cultural priorities and ensured youth involvement through close collaboration with a local FE college. To support the framework’s implementation, we reviewed potential funding mechanisms and examined regional practices and policies.
Impact:
The final strategic framework and action plan are set to be submitted to the Council. Key outputs include a recommended governance framework, a detailed roadmap to implementation, and an actionable plan. By employing an iterative approach, our team aligned the strategic framework with the council’s economic and regeneration goals through consensus and collaboration.
